In 1997 the secretriat of National Land Information System (NaLIS) submitted a proposal to unify the UPI codes for geospatial data supplied by the main providers such as the Department of Survey and Mapping Malaysia (JUPEM), the Office of Land and Mines (PTG), Department of Valuation and Property Services (JPPH) and Dewan Bandaraya Kuala Lumpur (DBKL) into a uniform format. In 1998, NaLISCO books were distributed to all data provider agencies.
The UPI will enable information on surveyed land parcels produced by JUPEM to be accessed by other users. The UPI is used in retrieving and exchanging cadastral spatial and non-spatial data. Three (3) catagories of UPI are available for cadastral data searching:

2. Qualified Title (QT) for unsurveyed land; and
3. Strata Title for properties in high-rise buildings.
