Capacity Building
MyGDI initiatives call for capacity building of the various organizations and individuals that are involved in the implementation, maintenance and updating of the system, infrastructure and data. Capacity building refers to improvements in the institutional and individual capability to achieve and deliver the required results.
In the context of MyGDI, the institutional capacity building means improving the capacity of institutions to use the geospatial data infrastructure and GIS to enhance their service delivery. Improved institutional capacity will also equip them to participate effectively in the building of policies and governance related to the use of geospatial data in their work. At the individual level, capacity building will enhance the ability of the users to receive and utilize the technology and knowledge towards improved productivity.
The context where capacity building is relevant in MyGDI relates to the preparation of geospatial data, the metadata, functionalities and management of clearinghouse or other means to distribute the access to geospatial data, besides the understanding about decentralized access to GIS application and services including the manageability.
Capacity building is a continuous process to ensure development of human resource that collectively forms the institutions with various undertakings. At the institutional levels, capacity building covers the understanding about the role of the institutions within MyGDI initiatives including the interactions among the institutions. At the individual levels, capacity building includes considerations related to continuous education and training programmes to support the use of geospatial data in the context of MyGDI.
The activities conducted under MyGDI initiative towards capacity building of the participants include GIS courses both in formal training and on-the-job training besides holding workshops on data updating. Other relevant activities include courses that are administered by Institut Tanah dan Ukur Negara (INSTUN), Institute Tadbiran Awam Negara (INTAN) and by private agencies.
Besides training, other capacity building activities include the bi-annual National GIS Conference and Exhibition that has the purpose to increase the awareness and knowledge among the government agencies and the public in general about the applicability of GIS in the various fields.
